Lottery is not illegal in India as each state determines whether or not to legalise lotteries. 13 Indian states have legalised the lottery including Assam, Arunachal Pradesh, Goa, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Sikkim and West Bengal.
